Oklahoma must be different. In PA and NJ you have to pay sales tax even if you are a business unless you are going to be reselling the items in which case the sales tax is collected on the value you give the items when you resell it. As a mystery shopper, I am the final consumer of paper, pens, toner, etc. so I pay sales tax on it. It is always possible that I am wrong, so it there is someone who is based in PA or NJ who knows otherwise, please let me know. I am affiliated with a non-profit organization which has a sales-tax exemption number, but that is another kettle of fish (and it even applies to fish dinners when the organization holds official meetings in restaurants).
Costco stores in NJ and DE which have liquor stores have separate entrances and anyone can indeed enter. Years ago, I tried entering a Costco using the "I need to pick up a prescription" ruse, and it involved a stop at Member Services and a long line. Not worth the fee I was paid to visit the cell phone kiosk. Now, the shops I do at Costco pay for the annual membership fee.

Here in Oklahoma you are allowed to go into a warehouse club to buy beer and Prescriptions. They can't stop you just give you a lot of grief when you go in.
