RENTAL CARS: Bare now has them

Somebody asked about car rental shops and I searched for that posting to no avail. So FYI to whomever asked for them, BARE currently has some.

I see some at LAX and PHX...but they appear to be INQUIRY only...NOT an actual rental. I am not seeing a reimbursement amount. Are they really expecting someone to go to the airport to walk up and ask about renting a car and visit 2 other car rental places (total of 3) for only $15 and fill out 3 reports?
Who waits until they arrive at their destination to decide to rent a car? Especially in large cities where they might be sold out?
Bare has a rental car assignment at PHL. For that one, you rent a car online, and then go and pick it up. You are not allowed to drive around in the car. Once you return the car (after presumably driving around the block, I guess), you reveal yourself and take 19 photos. The fee is $85, which might be reasonable. No mention is made of the car rental fee, however. The estimated time onsite is 30 minutes.

Plenty of people arrange their rental at the last minute so I do not see that as an issue. However the issue at lax is the rental car places are miles apart from each other. So if you need to go to three you have to figure out how to get through the lax traffic to the next location. There are no on airport rental places here.
I have not looked thoroughly at the guidelines but the one I have been seeing lately you have to not take the car for the day but you do need to do some sort of audit once you rent and then return the car.

I am not going to claim what most people do for car rentals..but for my flight next month...i have 4 different reservations for different things. I will go with the cheapest one unless they give me a crap car, then I will go to the next place. Most major airports have them centralized. LAX is a dinosaur that does NOT have it centralized.
I did one for them in Fort Myers. Was well worth the $80
