To find "shops" in your immediate vicinity, you need to sign up with as many myster-shopping companies as you can find. Tedious, laborious, yes, but it's the best, only way to do it. Keep in mind that a company that has nothing in your area today may have something next week, next month, next year.
You can use Jobslinger to search for assignments near your ZIP code, to determine which companies have assignments offered. But you won't find all of them, and you'll still have to apply with each company. By the time you do, that assignment might be gone.
Start with Market Force Information and Corporate Research International. They're big, and have many assignments everywhere. (CRI also offers a free, easy-to-use file resizer you can use to upload receipt scans to any company.) Strategic Reflections seems to have more assignments in Georgia than they do in Tennessee. BestMark and Bare International are also big. You'll find more companies listed here, under "Official List of Mystery Shopping Companies," but even that list is not the whole story.
