Sometimes, being "new" is a catch-22: the MSC wants you to have a proven track record with them, but you can't gain that when they aren't willing to give you a chance and assign a shop. If your extended profile has an area to list your prior experience with other MSCs and/or a writing sample, make sure you fill that out in a professional manner. Who knows if they pay attention to that or not, but it couldn't hurt.
It's possible they're waiting for a "proven" shopper to come along for those two locations. If they don't find somebody, you could very well get one of them. In the meantime, I would see what other types of shops they have available and maybe try to work your foot in the door that way. Fast casual restaurants and retail are usually good places to start.
